This delegation, comprised of governors, mayors, and representatives from states and cities across the US, aims to reassure the global community that the United States has not entirely abandoned its climate responsibilities. Collectively, these subnational actors represent approximately two-thirds of the US population and contribute nearly three-quarters of the nation's economic output.

Former Washington Governor Jay Inslee, a prominent voice within the delegation, emphasized the importance of their presence. "It's a long way to come from Seattle to Rio, but I made the trip, and others made the trip, because it's important for the rest of the world not to give up on the United States," Inslee told Deutsche Welle. He clarified that while the federal government, under President Trump, has retreated from climate commitments, other segments of the US remain dedicated to progress.

Inslee is a founding member of the US Climate Alliance, a bipartisan coalition of governors committed to upholding the goals of the Paris Agreement. The alliance, formed in response to Trump's initial withdrawal from the agreement in 2017, currently includes 23 states and one territory.
