Trump himself confirmed his support in an interview with Fox News' Sean Hannity, stating, "I support it. I hope we don’t have to use it." He also added, "You know, we have big sanctions on Russia right now. Russia’s economy is very bad, but they are much bigger than Ukraine." This suggests a carrot-and-stick approach, where the threat of further economic pain is meant to encourage a change in behavior. However, it also underscores a frustration with the ongoing situation in Ukraine.

It's worth remembering that Trump has previously expressed his desire to mediate a ceasefire between Russia and Ukraine, even going so far as to propose a peace roadmap last year. This plan, however, was rejected by Ukraine and its European allies, who felt it tilted too favorably towards Russia. Moscow, predictably, accused Ukraine and the EU of sabotaging any potential deal with unrealistic demands. I remember covering those initial reactions – the level of distrust was palpable.

This move also comes on the heels of other recent actions against Russia. Back in October, the US Treasury Department imposed sanctions on Rosneft and Lukoil, two of Russia's energy giants. Russia, for its part, has consistently argued that Western sanctions are less about helping Ukraine and more about stifling economic competition and limiting the sovereignty of individual nations. As Russian Foreign Ministry spokeswoman Maria Zakharova put it last month, the West's "aim is obvious: to cling to their diminishing domination and rob [other] countries of the right to make independent political decisions." It's a narrative they've been pushing for years, and one that resonates with certain countries.

So, what does this all mean? It signals a potential escalation in the economic pressure campaign against Russia. The question now is whether this bill will actually make it through Congress and, if it does, whether Trump will actually pull the trigger on those hefty tariffs.
