The greater Seoul area, encompassing the capital and surrounding Gyeonggi Province, is home to roughly half of South Korea's 52 million citizens. That's a massive concentration of people and infrastructure. Therefore, ensuring its defense is paramount. While these kinds of pronouncements are fairly common, the timing and specific emphasis on "full readiness" do raise an eyebrow.
